P-CED was deployed in Russia as a proposal to redress the failures of the US Defense Enterprise Fund under the stewardship of Harvard. Targetting poverty in general rather than women specifically it leveraged USAID funding and staffing, to create 10,000 micro enterprises of which 82% were initiated by women, achieving full cost recovery over the 5 year pilot initiative in Tomsk.
