VWF - Voices Without Frontiers/Community Media DP

Community MediaAim

The aim of the Voices without Frontiers (VWF) project was to develop the role of community media in empowering communities and combating discrimination and exclusion. The DP particularly sought ways to address discrimination and to promote equality and cultural diversity.

Objectives

The main objectives of this project were to:

  • Lobby Government.

  • Ensure its members were aware of legislation.

  • Support members of the community who wished to get involved in the media.

  • Provide training to support and enable the community.

    Background

    The Voices without Frontiers DP built on previous projects under the Community Initiatives INTEGRA, ADAPT and NOW and was linked to a national partnership, the Community Media Learning Partnership, which is a sector hub for the University for Industry led by the Community Media Association, the national membership body for community media.

    Target Beneficiary Groups

    Voices Without Frontiers aimed to support groups facing disadvantage and discrimination. It worked with disadvantaged young people including those who had dropped out of the formal education system; it assisted labour market entrants from disadvantaged groups and unemployed people who lacked basic and key skills and qualifications. It also focused on migrants, refugees and minorities who experienced racism, xenophobia and related forms of discrimination.

    Main Outcome

    The Community Media DP addressed opportunities in a sector undergoing considerable change with community media emerging as a major contributor to social inclusion in Government proposals for communications reform. The DP was to test new approaches to media and ICTs for social inclusion and empowerment. The project operated an ‘open door’ policy and wanted to build confidence and share cultural experiences with its community members. The project was free to its members.

Achievements

  • A new regulator for community media has been established by OFCOM and has used Voices without Frontiers for consultation purposes. They have also responded to most consultations on behalf of their members to government. They have made many policy submissions.

  • The lobbying has resulted in the formation of an all party community media group for which CMA provide the secretariat.

  • A Scotland office has been established. Workshops were run with a Scottish element.
